A Better Freerer Graphic Program Than Photoshop?

Years ago, Paint Shop Pro 3 was available freely to AOL members in one of the online provider's content forums. Did everything I needed at the time graphically, but then again this was a time before 'liquid' buttons were the rage and sites were written in flat HTML.

I checked out Photoshop's mother site and was shocked to see the cost. Downloaded the 'trial' version, and I'll see how much use I can get out of it. I'm presently using 'Upaint' for editting, but almost ANY tutorial involving graphics is related to specific proprietary software.

Anyone got a good lead on any freeware package that can do much of the magic editting that Photoshop's capable of? Open up and say 'Ahhhhh!'
